While you are collecting the details of an incident you wish to report.... it is not necessary, and not normally advisable, for the perpetrator to know you are doing so.    Rather, in the interests of preventing another incident, you should just quietly collect the information (using the Dob-a-Driver pro-forma, phone, notepad etc.) and place it on the Dob-a-Driver database at your leisure, with the offender being none the wiser.   By adding the incident to the database you will be achieving some satisfaction in the knowledge that while you may be unable to prevent the person from committing the act, you will be ensuring a record of that and subsequent acts have been saved for future reference and will therefore not go by un-noticed.

The real power of this database may be the deterrent factor, which comes from the knowledge that  they may be reported to the database at 'www.dobadriver.com'.  Up until now, would-be offenders have been able to act inappropriately without consequence, due mainly to the details being lost as time passes and by the fact that there has not been an easy method to record the details as they occured.

It may be simpler to have your passenger take a photo of the vehicle with the phone and then use the picture as information when reporting the incident to Dobadriver.
